Tom is currently serving his seventh term as the State Representative of the 16th Middlesex District of Lowell and Chelmsford. Tom was elected to the Massachusetts House of Representatives in 1995. Over the years he has served on various committees such as Public Safety, Energy, Banks and Banking, Revenue, Healthcare and is currently serving as the Chair of the House Committee on Bills in the Third Reading. As Chair, Tom oversees the committee which reviews the constitutionality and proper form of any bill that reaches the House of Representatives for a final vote.

As a State Representative, Tom has had the opportunity to work on projects that have been instrumental in the revitalization of the city of Lowell/ greater Lowell area. He has worked on projects such as the Urban Redevelopment vitalization for the Acre and Jackson, Appleton and Middlesex Street area as well as the Lawrence Mills project, the new Student Recreational Center at the University of Massachusetts Lowell, and the expansion of route 3.

During the 2005-2006 legislative session, Tom has filed a wide range of bills to assist the citizens of Chelmsford, Lowell, and the entire state. Some of his current legislation includes enhancing the state’s Prescription Monitoring Program, and expanding the definition of how a sex offender “lures” or solicits a child. Additionally, Tom  has worked tirelessly with the House Committees on Education and Ways & Means to increase Local Aid and Chapter 70 funding to our towns and to develop a more equitable school funding formula for all cities and towns.

Tom  plays an active role in many community organizations. He is currently serving as the Chair of the Merrimack Valley Convention and Visitors Bureau and was recently appointed to the board of the Merrimack Valley Economic Development Council. He has also assisted the local Veterans Administration Hospital to make improvements to their facility.

In addition to public service, Tom has sold residential and commercial real estate throughout the greater Lowell area for the last decade. He works for ERA Morrison in their United Estates Realty office.

He is a life long resident of Lowell and resides in the Centralville section with his wife Joane and daughters Abby and Lilly.
